Must have and should have criteria

Before finding possible ways to solve a problem it is important to develop the selection criteria you will use to evaluate possible solutions. If you leave formulating the selection criteria until after you have identified the options, it is quite likely that the criteria will be 'adjusted' to conform with the possible solutions you have identified - which may result in your choosing a solution that does not actually achieve what you want.
