Why is it that even though line managers know they need to be good at handling poor performance, they so often fail? Many managers blame the processes, either saying that they are overly bureaucratic or that they don't work in their setting. Some managers are honest about the fact that they just don't have enough time in the day to do everything and that performance issues fall to the bottom of the pile. Others are scared and a few just can't be bothered.
